According to Executive Order 14060, Establishing the United States Council on Transnational Organized Crime (2021) addressing transnational crime requires: “a coordinated Federal framework accompanied by a cohesive whole-of-government effort executed in collaboration with State, local, Tribal, territorial, and civil society partners in the United States and in close coordination with foreign partners, international and regional organizations, and international and local civil society groups abroad” (Section 1, para 2.) As you consider how large-scale events held in the United States such as the Super Bowl or Olympics can create an environment in which transnational crime can proliferate, address the following questions: • In what ways can various types of transnational crime (beyond terrorism), such as cyberattacks, human or sex trafficking, smuggling, money laundering, or counterfeiting use the event to promote their activities? Give specific examples. • In light of Executive Order 14060, and the whole-of-government approach, what challenges (i.e., coordination, authority, investigation, prosecution) do you believe state criminal justice officials will face in dealing with transnational crime surrounding large-scale domestic events?
